Health Access for Children Plan; creates Fla. Universal Health Access for Children Plan; provides definitions re health care services for children; provides single, publicly financed statewide program to provide medically necessary health services for each child in state without cost to child or his or her family; requires DOH to administer plan; directs dept. to perform certain specified activities & responsibilities; authorizes dept. to hold public hearings, etc.
