GENERAL BILL by Education

Access to Better Learning Program; requires Education Estimating Conference to determine number of students qualified for Access to Better Learning & Education Grant Program; provides for colleges & schools that are eligible to participate in said program to use statewide course numbering system; clarifies definition of term "dependent child" & defines term "initial undergraduate enrollment" for purposes of determining student's resident status, etc. Amends FS.
