Fireworks; specifies persons & entities responsible for enforcing Sale of Fireworks law; revises registration requirements; requires separate registration for each location at which sparklers are sold; provides for state issuance of permits for displays in absence of local mechanism; prohibits sale or delivery of sparklers to minors; prohibits sales from motorized or movable apparatus; prescribes guidelines on wholesale sale of fireworks, etc. Amends Ch. 791.
