Lakeland Downtown Development Auth.; (Polk Co.) codifies, amends, repeals, & reenacts special acts re said authority, independent special district; provides statement of policy; provides method of defining downtown area; creates board to be known as Lakeland Downtown Development Authority; provides for Polk Co. to levy ad valorem tax of not more than 2 mills; provides for succession by city if board ceases to exist or operate, etc.
