Insurance Ratemaking; provides that specified commercial insurance rate filings are not subject to determination of excessiveness; provides that such filings may be rejected for unlawful use of unfairly discriminatory rating factors; provides that certain rate filings for private passenger motor vehicle insurance may take effect upon filing & are deemed to be in compliance with state law; provides for funding, etc. Amends 627.062,.0651.
