Nicholas Isaac Cordero Act; creates said act; requires person who knows that crime is being committed to report crime to law enforcement officer, under specified circumstances, if crime exposes victim to serious bodily injury likely to cause death; provides penalties; provides exceptions. Creates 877.31.
