Nonsettling-manufacturer Cigarettes; provides definitions; imposes fee on certain cigarettes; provides payment requirements; requires reporting of number & denominations of stamps affixed to individual packages of certain cigarettes by manufacturer & brand family; requires registration with Attorney General of nonsettling manufacturers of cigarettes; prohibits transport of certain unstamped cigarettes across state lines under certain circumstances, etc. Creates 210.0205,.0207.
