Local Governments/Annexation; provides for annexation of local enclaves; creates "Local Government Boundary Adjustment & Service Delivery Interlocal Agreement Act"; provides process for external enclave interlocal agreements; provides dispute resolution process; provides for transfer of powers; provides for municipalities to exercise extraterritorial powers; provides for amendment of certain municipal charters; provides grounds for invalidating annexation, etc. Amends Ch. 171.
