Health Insurance/Rural Counties; provides legislative findings; provides for pilot self-insurance program; authorizes rural health network in Monroe County to establish self-insurance plan for certain purposes; provides program requirements; provides for approval by Insurance Regulation Office of Financial Services Commission; requires evaluation & report to Legislature by January 1, 2006. Amends 112.08.
