Initiative Petition; constitutional amendment to require that State Supreme Court determine whether constitutional revision or amendment proposed by initiative petition is appropriate for inclusion in State Constitution & to require that petition initiative be signed by number of electors equal to 15 percent of number of votes cast in state as whole in last preceding general election, etc. Amends s. 10, Art. IV, s. 3, Art. XI.
