State Court Facility/Revenue Bond; authorizes certain counties to impose by ordinance additional surcharge on certain fees, charges, fines, or forfeitures for purposes of paying principal & interest on certain state court facility revenue bonds. Amends 28.2401,.241, 34.041, 318.18.
