Utility & Communications Svcs./Tax; provides amnesty for unpaid gross receipts tax, penalties, & interest on unpaid gross receipts tax otherwise due for sale or transportation of natural gas in this state; revises tax on electricity used for light, heat, or power; provides for tax on gross receipts of electric distribution company providing delivery of electricity to retail consumer, based on index price, etc. Amends 203.01,.012.
