Fire Hydrants/Private/Test & Service; requires owners of private fire hydrants to test hydrants in accordance with national standards & to contract with licensed professionals or local fire control authorities to inspect & service such hydrants; authorizes local fire officials to contract with owners of private fire hydrants to maintain such hydrants; provides for imposition of fines for noncompliance.
