Manatee Protection; creates exception from penalties for activities that are otherwise prohibited if activity is reasonably necessary in order to prevent loss of life or property or render necessary assistance to persons or property; requires Fish & Wildlife Conservation Commission to implement enhanced manatee protection study; authorizes commission to develop & implement genetic tagging program for manatees, etc. Amends 370.12, 372.072; creates 370.1202. APPROPRIATION: $650,000.
