Reapportionment & Redistricting; constitutional amendment to provide for legislative reapportionment & congressional redistricting of state, prescribe reapportionment & redistricting standards & procedures, provide for reapportionment & redistricting commission, & provide for judicial review & judicial reapportionment or redistricting. Repeals s. 16, Art. III; creates s. 10, Art. II.
