Driver's Responsibility Program; creates said program; directs HSMV to annually impose specified monetary penalties against motor vehicle licensees who have violated certain laws within previous 36 months; requires HSMV to accept installment payments for penalties & to suspend driver's license if licensee does not pay penalty or arrange for installment plan within specified time after notice of penalty is sent; requires HSMV to make payment to trauma centers, etc. Creates 395.4033.
