West Volusia Hospital Authority; codifies, amends, reenacts, & repeals prior special acts of authority, an independent special tax district in Volusia Co.; provides legislative intent; provides minimum charter requirements in accordance with specified provision; eliminates full faith & credit & ad valorem tax bonding capacity; repeals all prior special acts re West Volusia Hospital Authority; provides for referendum on lowering millage rate; provides ballot statement, etc.
Effective Date: 06/17/2004 except as otherwise provided
