Child Care Facilities; revises development of Gold Seal Quality Care program standards; allows CFS Dept. to adopt standards & procedures by rule; excludes certain child care personnel from certain training requirements; adds minimum education requirements for child care personnel; revises information provided by family day care homes for registration; requires operator substitutes to complete specified course in child care prior to caring for children. Amends Ch. 402.
