Discretionary Sales Surtaxes; clarifies provisions specifying uses of proceeds of charter county transit system surtax; revises eligibility criterion for county & municipal use of local government infrastructure surtax proceeds for operation & maintenance of parks & recreation programs & facilities; provides limitations. Amends 212.055.
