Nonjudicial Arrest Records; requires arresting law enforcement agency to apply to FDLE for administrative expunction of certain nonjudicial records of arrest; authorizes certain persons to apply directly to dept. for administrative expunction in certain circumstances; requires such persons to support such application with an endorsement; provides that application or endorsement may not be admitted into evidence or construed as admission of liability. Amends 943.0581.
