Conflict Resolution/Annexation; requires governmental entity affected by annexation or contraction to initiate conflict resolution procedures under certain circumstances; provides for award of attorney's fees to prevailing party; provides legislative intent re annexation & coordination of services by local governments & re creation of interlocal service boundary agreements by county & one or more municipalities or independent special districts, etc. Amends Ch. 171.
