Program/Hurricane Impact; provides legislative findings re impact of hurricanes & tropical storm of 2004 on department's citrus canker eradication & tree compensation programs, spread of infestation of soybean rust, & Caribbean fruit fly certification program; requires department to provide report on citrus canker eradication to Governor & Legislature; requires department to maximize available federal funds for certain programs, etc. APPROPRIATION: $13,100,000.
