Commuter Rail Projects; requires DOT to enter into certain interlocal agreements for public transit commuter rail projects; requires certain conditions & provisions for agreements; provides for counties & municipalities to provide input to address allocation of certain funding; provides for counties & municipalities to commit future year funding for all phases of said projects; provides for enforceability of commitments. Amends 341.303.
