Restitution & Court-Ordered Payments; transfers responsibility for collecting & disbursing restitution & other court-ordered payments from DOC to DOR; requires DOR to conduct needs assessment & cost-benefit analysis of system of court-ordered payments; authorizes DOR to procure from private vendor services for collecting restitution & court-ordered payments; requires DOR to include performance standards in its contract with private vendor, etc. Amends 775.089, 948.09.
