Unauthorized Insurers; clarifies nonapplication of prohibitions against representing or aiding unauthorized insurers to certain independently procured coverage; authorizes Insurance Regulation Office of DFS to issue certain cease & desist orders under certain circumstances; specifies nonapplication of provisions re penalties for persons cooperating with office in administering Unauthorized Insurers Process Law, etc. Amends 626.901,.902,.908.
