Recording Custodial Interrogations; provides that statements made during custodial interrogations are presumed to be inadmissible in court unless electronic recording is made; provides requirements for such recordings; provides for rebutting presumption of inadmissibility for certain nonrecorded statements; provides exceptions for certain statements; provides for use of statements for impeachment purposes; provides for preservation of recordings, etc.
