Fla. Greenways & Trails Act; revises legislative intent re development & completion of Fla. National Scenic Trail; revises eligibility requirements for appointees of trail user community to include users of off-highway vehicles; establishes Fla. Circumnavigation Saltwater Paddling Trail; provides for partnership between various organizations & mining interests to develop recreational opportunities on mined lands, etc. Amends FS.
