Birth-Related Neurological Injury; authorizes administrative law judge to determine if notice requirements have been satisfied when claim is made under Fla. Birth-Related Neurological Injury Compensation Plan; provides legislative intent re provision clarifying jurisdiction of administrative law judge; authorizes State Board of Administration to invest funds held on behalf of said plan. Amends 766.309,.315.
