Florida Springs Protection Act; creates said act; provides legislative intent & definitions; requires DEP & water management districts to delineate springsheds & primary protection zones for first & second magnitude springs; requires dept. to establish criteria for impairment of springs & implement total maximum daily loads for such springs; requires local governments with jurisdiction over certain springs to review & amend comprehensive plans, etc. Creates 369.401-.415.
