Provision of Electric Power; requires findings by PSC before public utility constructs power plant or buys certain power from third party; adds gas & combined cycle facilities to power plants that are subject to Fla. Electrical Power Plant Siting Act; requires that determination of need by PSC be included in application for power plant certification which seeks certain increase in steam-generating capacity at existing plant, etc. Amends 366.05, 403.503,.506,.5175.
