Discretionary Surtax on Documents; authorizes certain counties operating under home rule charter to levy discretionary surtax for purposes of establishing & funding Housing Assistance Loan Trust Fund to assist in providing housing for low-income & moderate-income families; prohibits certain counties from levying surtax unless approved by majority of electors of county voting in referendum; deletes references to conform; updates cross references, etc. Amends FS.
