Nonsettling Manufacturer Cigarettes; imposes fee on certain cigarettes; requires reporting of number & denominations of stamps affixed to individual packages of certain cigarettes by manufacturer & brand family; authorizes state to claim certain property & materials from certain dealers & retailers who attempt to defraud state; provides additional source of revenue to Tobacco Settlement Clearing Trust Fund, etc. Amends Ch. 210, 17.41; reenacts 772.102(1)(a), 895.02(1)(a). APPROPRIATION: $2,480,028.
