Inmates/Parents of Minor Children; provides legislative findings & intent re importance of inmate maintaining relationship with his or her minor child; requires DOC to consider inmate's proximity to his or her minor child when transferring inmate; requires that female inmate be assigned to facility in as close proximity as possible to her minor child, etc. Amends 944.17,.24,.8031.
