Critical Access Hospitals; redefines term "hospital" to exclude designated critical access hospitals from certain requirements; redefines term "intensive residential treatment programs for children & adolescents"; extends by 1 year moratorium on approving additional emergency depts. located off premises of licensed hospital; defines term "critical access hospital", etc. Amends 395.002,.003, 408.061,.07, 458.345, 459.021.
