Fla. Public Service Regulatory TF; provides for penalties & interest assessed & collected by Fla. PSC to be deposited into trust fund rather than General Revenue Fund; requires that commission submit to Legislature proposed uses for penalties & interest collected; provides that such uses may include promotional or educational activities to benefit consumers; amends provisions re penalties imposed by commission; conforms provisions to changes made by act. Amends FS.
