Specialty Nursing; defines terms "clinical nurse specialist practice" & "clinical nurse specialist"; redefines term "advanced registered nurse practitioner" to include certain anesthetists, midwives, practitioners, & specialists; requires advanced registered nurse practitioners to register with Board of Nursing to prescribe medicinal drugs, including controlled substances; prohibits prescription of said substances for personal use, etc. Amends FS.
