Oceans & Coastal Resource Management; creates Oceans & Coastal Resources Management Act; provides definitions, findings & intent; requires that DEP & Fish & Wildlife Conservation Commission, & DOACS establish Fla. Oceans & Coastal Council; requires that council undertake research review; requires council to prepare research plan that recommends research priorities; provides for distribution of plan to Legislature; provides for pilot project, etc. Creates 161.70-.76.
