Initiatives/60 Percent of Districts; constitutional amendment to require that amendment to or revision of State Constitution proposed by initiative, in addition to being approved by majority of electors voting on amendment or revision in state, must also be approved by at least 60 percent of electors voting on proposal in each of at least 60 percent of congressional districts of state.
