Motor Vehicle Weights; revises penalties imposed for violating declared gross motor vehicle weight or for violating weight limits on road or bridge; deletes limitations on maximum fines that may be imposed for expired license plate or registration or for operating motor vehicle of excess weight. Amends 316.545.
