Economic Eligibility Services; aligns food stamp sanctions with federal penalties; deletes provisions re continuation of temporary cash assistance for children through protective payees; clarifies eligibility for temporary cash assistance for teen parents; deletes additional eligibility options re families containing stepparent; deletes food stamp sanctions for persons who are delinquent on child support payments, etc. Amends 409.2564, 414.065,.095,.105,.32,.048.
