Ethics/Public Officers & Employees; (THIS BILL COMBINES S1944 & 2008) prohibits employees of state & its political subdivisions from participating in political campaign during certain time periods; provides requirements for persons who have left office or employment as to filing report re gifts; prohibits individual who qualifies as lobbyist from serving on Ethics Commission, etc. Amends Ch. 112, 104.31, 914.21.
