Driver Licenses/Foreign Nationals; provides for HSMV to issue driver licenses to certain foreign nationals who frequently visit state; provides for expiration & renewal of license; provides for HSMV to issue driving permits to certain foreign nationals who entered country under specified circumstances; provides eligibility criteria; requires HSMV to conduct criminal background checks; authorizes HSMV to adopt rules, etc. Creates 322.073,.075.
