Local Governments; (THIS BILL COMBINES S2072 & 1714) provides for notice of public hearings to consider whether local government will provide communications service; provides certain restrictions on revenue bonds to finance provisioning of communications services; requires governmental entity to establish enterprise fund; limits use of eminent-domain powers; exempts certain governmental entities from specified provisions of act, etc.
