Fiscally Constrained Counties; provides for distribution of tax revenue to fiscally constrained counties; provides eligibility criteria to qualify as such county; provides for distribution of additional funds to certain said counties; provides methodology for calculating distribution of funds to eligible counties; provides for phase-out period; revises definition of term "fiscally constrained county", etc. Amends 212.20, 288.1169, 985.2155; creates 218.67.
