Community Redevelopment; revises legislative findings re eminent domain power; redefines term "blighted area"; defines term "economic distress"; revises provisions re land in community redevelopment area which may not be acquired unless it meets certain criteria; prohibits compulsory acquisition of certain property before approval of redevelopment plan, etc. Amends 163.335,.340,.360,.370.
