Total Maximum Daily Loads; provides for attainment of pollutant reductions for achievement of certain water quality standards in impaired waters; revises provisions for allocation of allowable pollutant loads; provides for development & implementation of basin management action plans in developing & implementing total maximum daily loads; revises provisions for implementation of & compliance with total maximum daily loads, etc. Amends 403.067, 373.4595, 570.085.
