Rural Area/Critical Economic Concern; includes area in county that is designated as rural area of critical economic concern in exemption for certain small scale amendments from limit on frequency of amendments to comprehensive plan of county or municipality; increases certain guidelines & standards for development in county that shares common border with more than three counties that have been redesignated as said area, etc. Amends 163.3187, 380.06.
