Natural Resources; clarifies list of federally licensed & permitted activities reviewed for consistency under Fla. Coastal Mgmt. Prog.; revises provisions re licensing & relicensing of hydroelectric power plants; provides that heavy mineral mining at greater than 500 acres per year or consuming more than 3 million gallons of water per day requires review; provides alternative to compensation schedule for calculating natural resources damages, etc. Amends FS.
