Highway Safety; requires printed traffic citation form to have box for failing to stop at traffic signal; revises penalty for moving violation of traffic control signal showing steady red indication; provides for distribution of moneys collected; corrects cross-reference re assessment of points for litter violations; provides for distribution of funds to trauma centers; provides for audits & attestations, etc. Amends FS.
