Sure Futures Postgraduate Program; creates Sure Futures Postgraduate Scholarship Program to match private sector businesses that need employees who have advanced degrees with students who are seeking advanced degrees & employment; provides criteria for student & corporate partner participation in program; provides that corporate partners shall donate funds for scholarships & receive tax credits for amounts donated; provides duties of DOE & state universities, etc. Creates 1009.893.
